Fatal error if a workflow has a scheduled step and later the step is removed #935

Steps to replicate

  1. Create a workflow with the "On Cron Schedule" trigger.
  2. Publish it and make sure the step is scheduled
  3. Edit the workflow removing that trigger and replacing by another one
  4. Check the scheduled actions page
