Move the remaining planner capabilities to correct tab in the Capabilities plugin #1638

This doesn't need to be called 'edit metadata' any more. It can be "edit editorial fields"

We also seem to have a "view editorial metadata" permissions that is no longer in Capabilities

@stevejburge We may have changed the editorial metadata label but we didn't change the taxonomy name/slug which is pp_editorial_meta, changing that may be too risky as it involves not only migrating the terms to new taxonomy but also migrating the terms posts which may be hard or not successfully completed on large sites and taxonomy capability are based on taxonomy slug.

If we decide to change the taxonomy slug as well, then we should be ready for series of support issues related it.

@olatechpro OK, let's keep it. Let's just make sure all the Planner capabilities are under the "Planner" tab please

@stevejburge Does this issue still exist in the last released version as I noticed you reopened it after the release?
