Motivation

So users see the designated title in all relevant locations in the app
So developers can use the title field in, e.g. the editor and the api

Requirements

Wherever a title is currently displayed, render the designated title field specified in the pub type (see: #735). Incomplete list for estimation purposes (dev to use callsites for determining where to use function):
- All pubs page
- Stages page
- Workflow settings page in side panel
- Individual pub page
- Action log
If title field is rich text, should render as plain text

Acceptance Criteria

Helper function for retrieving and rendering the title of a pub
Update pub title query sites to user helper function
Write test that asserts that rendered pub title is the field returned

It would be a nice improvement over the existing PubTitle component if this still used a fallback title when the value of the title field is "" (or even when it matches \s+). Since we sometimes use the title as the text for a link there are certain interfaces where this can cause a pub with a blank title to not even show up in the list.
