Add kotlin release options to kotlin_repositories() #24

Hello!

I added com_github_jetbrains_kotlin_url and com_github_jetbrains_kotlin_sha256 options with default values to kotlin_repositories() function. This allows easier kotlin updates without changes in rules_kotlin repository.

Override kotlin release will probably be revised in the future, but looks OK for now.
