[BUG]: [Title] UAT | Filing | upload identity proof twice

Describe the bug File a case screen requires proof of identity again + doesn't whose? e.g. petitioners - the person who has received a bounced cheque.

To Reproduce Steps to reproduce the behavior:

Go to 'File a case'
Click on '....'
Scroll down to '....'
See error

Expected behavior Dont ask to upload id again + tell me whose id to upload if this is different from id on registration.
