[UAT]: Change in 'Court fee per summon' #2022

Describe the bug As per latest UAT feedback, the Court Fee per summon need not be taken from the user. Only Issuance fee needs to be taken. Two tasks need to be done

[x] Change Court Fee per summon to 0 (from Rs 10) - For notices, summons, warrants - To be taken up at priority @prasanna2400
[ ] Remove Court Fee per summon field altogether. Only issuance fee needs to be collected - Low priority- to be taken up in later versions

@Ramu-kandimalla as i understand the issue 1 is a very low effort change of changing MDMS value from 10 to 0. If more effort is required then please move it to next sprint. @prasanna2400 please confirm if there is additional effort required.
