[BUG]: [UAT] User able to add the only spaces as the Comments #2495

Describe the bug In submission comments user able to Comment the Spaces.

To Reproduce Steps to reproduce the behaviour:

  1. File a case & Register by the Judge
  2. Make a submission by citizen
  3. Click on case for which submission is made
  4. Click on Submission tab
  5. Click on button which is/are below the Document
  6. Give only spaces & add the comment

Expected behaviour User should not able to add the only spaces as comments
