Describe the bug
When an advocate adds a complainant who is not registered in the system, the complainant's identity needs to be verified.
Identity can be verified in 2 ways:
1) Document Upload
2) Aadhar verification.
If Aadhar is verified, document upload is not required. However, in the current E-filing module, only one is required.
To Reproduce
Steps to reproduce the behavior:
Login as Advocate
Go to file a case
File case with complainant who doesnt exist in the system
Expected behavior
If verified with aadhar, complainant does not need to upload ID card.
