Minor repo updates.
NodeJSv16 Github actions are deprecated. Several actions will need to be updated.
Please update the following actions to use Node.js 20: actions/checkout@v3, actions/setup-node@v3, Swatinem/rust-cache@v2.5.0, jetli/trunk-action@v0.4.0.

Update all actions. So far it looks like all actions have updates to NodeJS 20 except jetli/trunk-action
