Imported all folders to docWorks

this has been stalled for weeks because of glitches, either in the latest docWorks release or in our network configurations, that prevent RQA jobs from passing a certain point.

Everything has processed correctly at last. Loaded metadata into git repo; rsynced image and pdf data; ingested into production Veridian; approved the work and asked that Leta be paid.
