Note: this commit is an incremental step toward recreating the new Library Website styles in the LuxMenuBar component. It has some regressions from the previous design, specifically:
The background color is a different shade of black than the rest of the header.
The font is smaller and not as nice.
Clicking on the Help and For You links now opens the menu, rather than taking you to the desired page.
