Output unauthorized headings from Voyager table #21

This should include headings in 1xx, 6xx and 7xx fields. It's important to catch 6xx fields as many Visuals records, for example, have non-authorized headings or improperly formatted subfields.

I'm wondering if this should be restricted to LCNAF, and subjects should be done in a separate report? It seems like that would simplify the reconciliation process.
