Update Change the Subject version to reflect new config

Level of urgency

[x] High (needs to be done prior to reindexing SCSB records)
[ ] Moderate
[ ] Low

Why is this maintenance needed?

Need to use up-to-date terminology for marginalized group

Acceptance criteria

[ ] Bibdata Production uses latest version of Change the Subject

Implementation notes, if any

Make sure https://github.com/pulibrary/change_the_subject/issues/26 has been implemented and released prior to working on this ticket.
