Create a ticket to update the existing tickets with templates on all Active DACS Repos

What needs to be done?

As part of our (@sandbergja and @christinach) accessibility goal we believe that updating all of our existing tickets using the current templates will turn the issues to readable, actionable and more accessible.

Acceptance Criteria

• [ ] In all the DACS repositories excluding the Drupal and PHP projects create a ticket with the following acceptance criteria: 1. Add a new label: template-update, color: #831B9E and 2. label the Backlog column tickets that miss a template with the new label

We should turn this into an epic ticket and make an individual on in each repo to divide up the work effectively.
