Adding tags changed wrong record

Tom Ventimiglia reported a problem edting records in DPUL:

There is one Bib record with two Figgy objects. The Bib record has two ARKs, and the Figgy objects each have the correct ARK in their local identifier property. In DPUL, the records were in different collections (one including fulltext items, the other including tables of contents). Editing one record wound up making the other record show up in the other DPUL collection.

Maybe DPUL is not respecting the local identifier property, and so is using the wrong ARK for one of the records?
