Rake task to create browse categories from a csv #818

Request to create browse categories from a csv in DPUL, versus manually tagging individual items.

As a site builder, I would like to create browse categories for each building in the forthcoming grounds and buildings collection in DPUL. I have a csv that has component ids that correspond to each building, along with the arks for each image. Is there a way to automate this process?

@kelea99 There is not currently a way to do this but it could be implemented.

@hackmastera , @kelynch and I were having a conversation about collections creation in figgy and I think question indirectly relates. It might be a good idea for a few of us, and @tpendragon as lead for figgy to talk about potential best practices / uses for each before something like this is considered? Id hate to waste your time.
