[oar] Identify a strategy for supporting an embargo for /handle/88435/pr10j2m #785

Embargoes in the past were not supported by the OAR, however, the user requested that the Bitstreams be placed under restricted access.

This is in response to a user request submitted to RDOS. Further, it should be noted that this was an item collected outside of Symplectic Elements, and also, that it was originally published under another institution. The author has proposed to provide a replacement bitstream.

Preserving the ARK is essential, as we cannot be certain as to whether or not other parties are citing this.

I have ensured that bitstream downloads for https://oar.princeton.edu/handle/88435/pr10j2m are now restricted only to authenticated users.

I have also ensured that https://oar-dev.princeton.edu/handle/88435/pr10j2m (the dev environment) has access restricted on the Item level for administrators. This should be more thoroughly resolved by addressing the firewall restrictions necessary to prevent TCP access outside of the campus network (please see https://github.com/pulibrary/dspace-development/issues/784).
