Changes to metadata records per OSTI suggestions #57

This has been tested on E-Link test and OSTI (D. Huitt) confirms that the following two requested changes to metadata have been implemented:

  1. Extra space in keyword list
  2. Include isreferencedby Dublin Core metadata where available (also tested without such metadata). This handles all permutations of http/https and dx.doi.org/doi.org using the str.strip() method to only get the DOI
