Ephemera Folders should have ARKs generated. #565

This will be required to add these objects to DPUL.

Steps:

Add a property to ephemera project to allow users to configure ARK destination. UI is a dropdown or radio button with the following options: Figgy, LAE
Ephemera Folders should mint an ark when complete.
Script needed to mint ARKs for existing complete folders.

When they are complete, to work the same way as ScannedResources?

Yeah, but they don't work the same since they're visible when the parent box is marked appropriately

I'm...leaving this open, but there are SO many ephemera items in DPUL now. It wasn't necessary to give them ARKs. However, these don't currently have any persistent identifier because of that.
