Double the max concurrent processes for Passenger for our web machines. #6398

We're not using close to the resources we could be and this will increase our throughput.

related to #6395

Sudden Priority Justification

Figgy was going down, having a higher limit might stop this from happening in the future for different reasons. We should prioritize things that split our attention.
