Users created from "Add User" that have an @ in their name still appends @princeton.edu #6443

Bug

When there's a user with an email like test@example.com@princeton.edu it fails to send them an email for the collection owner report.

Sudden Priority Justification

We're increasingly having external users as collection owners, so we should fix this. Also it's a pretty small thing that makes a set of errors go away.
