[Newly cataloged for selectors] Missing titles based on LC subject headings #709

Expected behavior

When given a set of LC subject heading keywords, any records that are generally relevant to a selector that contain those keywords in the subject headings should be included in their CSV.

Actual behavior

Records that the selector believes should have been caught by the LC subject keyword search were not

Selectors are not receiving all the monographs they should, so they may not be aware of books they would otherwise want to select for the library.
