Remove need to fetch bibdata solr document in locator shim #78

The locator uses the solr document to pass a call number parameter to the vendor stackmap. We should allow the locator service to accept a call number from Orangelight and only fetch the solr document if the call number is not already provided.

This is causing performance issues in bibdata/orangelight again today.
