Configured Pickups do not Display for EAL Microform location #4184

Expected behavior

When an In Library Use Item in the eastasian$ql location has multiple valid public Pick-up locations all those choices should display.

Actual behavior

See example record. Only Firestone Library is displayed as an option even though East Asian Library is also a valid choice per the holding_location configuration.

Impact of this bug

Items can't be sent directly to East Asian Library.

Joan said don't work on this until she reviews with EAL.

FWIW, this is where all the Self-Service Microform Readers for patrons are located (693 has one as well):

East Asian Library
Firestone Library, A-6-C
Marquand Library
Mendel Music Library
Stokes Library

Joan says we should enable the items at this location to be shipped to both Firestone and EAL.
