Update list of department numbers for PPPL #1680

Because of some recent reorganization, it seems that some folks who are directly within PPPL are not being placed on the PPPL Track. Specifically, "Tokamak Experimental Sciences" is missing. If someone can provide me with a full list of departments with PPPL, I can see which ones are missing.

We need to create a new spreadsheet of departments from peoplesoft. @kelynch made the 2021 sheet.

Some additional information has been discovered. Essentially the Department in PeopleSoft can be incorrect when a person starts, or transitions departments. We are planning to discuss this with @matthewjchandler. We are unsure what the best approach would be given the inaccuracy of the data. We did address the new department and include it within the PPPL group.
