Remove replication from pdc_discovery staging solr #537

We are seeing regular errors when pdc discovery staging reindexes, causing the reindex to fail. We believe the problem is that the nodes in the staging solr cluster are losing contact with each other (possibly because of a garbage collection event?)

Trying this to see if it can fix #485 at least for us.

Acceptance criteria

[ ] The solr index used for pdc discovery staging does not use replication
