Get sign off from PRDS on globus support committment #571

Run this statement by stakeholders in PRDS and make sure everyone is clear on when we are able to offer support on globus.

Reminder: it has gone down several times with no explanation, we've tried to solve the issue and cannot, and even elevating the issue to paid Globus support hasn't helped. We decided we can't spend more time troubleshooting this right now, we just need to set reasonable expectations and make sure everyone understands the situation.

Matt says this is done. This was discussed at PRDS stakeholders and globus language was agreed on.
