Add Data Retention Policy and Guidelines to PDC Discovery #638

Add the Data Retention Policy to PDC Discovery so that it can be shared with users as a page on the site.

Marking this as "high priority" as we're currently linking users to a PDF for this information, which is against policy.

Acceptance Criteria

[ ] Create a static page with the contents of this Google Doc
[ ] Add a link to the footer that says "Policy and Guidelines" that links to the static page. The link should go above the "Accessibility" link in the footer currently.
