Currently, the code coverage for pdc_discovery is below 100%, and perhaps it might be useful to determine which areas cannot be covered using RSpec test suites.
Acceptance Criteria:
[ ] Identify whether or not 100% test coverage is possible
[ ] If 100% coverage is not possible, document where and why this is not possible
[ ] If it is possible, create a new issue for elevating the code coverage
