Create General Page Layout for Library Wide Services #1965

Create a new panel that can be used as the default for pages that fall into the "General" WorkBench Access group.

Elements to include

Common: Menu of all services (to be compiled here) Any contact Info specific to the service Any cours if applicable (ex: Video Services, Info Desk, look at libcal index call out those that are unique)

3-9 Page layout (right column plus main body text).
