processing info note should not inherit down #1303

ADAPT has noticed new behavior with processinfo notes. Collection-level and other parent-level processinfo notes are now inheriting down; they should not. As example of a collection-level note that's inheriting down is https://findingaids.princeton.edu/catalog/WC064#collection-history. An example of series-level notes that are inheriting down is https://findingaids.princeton.edu/catalog/C1599_c380?onlineToggle=false.

Not sure whether this issue stems from the work that was done for #1237 .

So it sounds like some notes should inherit down and others shouldn't. It will help to have a list either of notes that should inherit or notes that shouldn't inherit.
