Building upon https://github.com/pulibrary/pulfalight/issues/38#issuecomment-661294954, there is no REST API for supporting the creation of item requests using the REST API. Until this is supported, I cannot determine a way by which to exclusively use the REST API for Aeon request handling.

We don't think the API will work yet.
