Create GCS credentials for Pulmap #1141

I'm guessing it's because of the GCS key rotation: https://github.com/pulibrary/pulmap/blob/main/config/environments/production.rb#L92

They were fixed in prod and staging by copying over the google credential files from figgy.

A better fix is to create a new credential file just for pulmap and add that to Ansible.
