Google Cloud staging credentials are incorrect #1183

[Pulmap/production] Google::Cloud::PermissionDeniedError: forbidden: pulmap-production@pulibrary-figgy-storage-1.iam.gserviceaccount.com does not have storage.objects.get access to the Google Cloud Storage object. Permission 'storage.objects.get' denied on resource (or it may not exist).
