Add Link to the Accessibility Page #1197

We don't have a footer, and we should have a link to https://accessibility.princeton.edu/help in an easily accessible location.

Success Criteria

There's an accessibility link in the header.

Step One

Find the code where the contact us link is.

Esmé says we can either put it in the header or the "contact us" form, as the footer was a problem.
