Based on the support statement provided by the Globus software and service, draft a PDC-specific statement on expected Globus availability and support in production.

Acceptance Criteria

[x] Find out Globus-provided support statement
[x] Draft the policy
[ ] Share with RDOS / RDSS prioritization group for review Separate ticket
[x] Make a ticket to add the approved statement to the PDC Discovery website. Ticket here
