[x] (Francis) Build a sandbox server "the hard way", plus a solr index and a postgres database
[x] (Bess) Configure the newly generated blacklight search_app to deploy to that sandbox

This will prepare us to lead a workshop where folks in the command line curriculum group can also do this.
