Utilize Drupal9 Mount Directory instead of linked capistrano directory for file assets

• [ ] Move shared web and file assets from capistrano root shared/files directory to the drupalweb mount
• [ ] Update cap deploy routine to create a symlink to the new location on the drupalweb mount

Implementation notes, pul_library_drupal and special_collections already implement this pattern.
