User story

As a developer, I want to be able to easily troubleshoot issues with sidekiq. I want to be able to quickly open connections to the sidekiq console.

Acceptance criteria

[ ] be able to run cap [ENV] sidekiq:console the same way we do in PDC

running cap staging sidekiq:console prompts two tabs to open for the staging environment for our tigerdata queues.
