Be able to swich which mediaflux the front end is looking at

Until we can for realzies connect to mediaflux production, we need to be able to switch back and forth between mediaflux production (which we'll need to use for demos and ongoing testing) and td-meta1

Acceptance criteria

• [ ] Utilize new mediaflux URL that RC wants us to use
• [ ] Install a feature flipper (we like the flip-flop gem)
• [ ] We will likely use this only in production, but it should be available in all environments so we can test it
  • [ ] Dev should flip to td-meta1
  • [ ] Staging should flip to QA
  • [ ] QA should flip to staging
• [ ] Be able to switch back and forth between different instances of mediaflux using the feature flipper
