user 'library-it:cm757' (id=67) not granted ADMINISTER to service 'asset.doc.namespace.create'

We may want to organize document types in namespaces, but I don't seem to have the privs.

Done when:

[ ] developers are granted ADMINISTER to service 'asset.doc.namespace.create'
[ ] developer has successfully created a namespace
[ ] OR, we understand why that is not needed.
