Provisional Project Request Workflow #814

User story

As a Data Sponsor, I need to request a provisional project, so that I can migrate some raw data to cool storage quickly.

Context

As we move past MVP functionality into "beta" priorities, we need to enhance the project submission workflow to allow for different types of project submissions. The next step is to build a provisional project workflow.

Whereas the MVP project submission form used the Early Adopter Variant of the Standard Metadata Schema (v0.6.1), this epic will take us the next step to use the Provisional Variant. This will add a small number of fields we haven't supported yet, and it will modify the entry methods for some of the fields we have already established for the MVP.

We will also need to build a preliminary step to allow users to declare whether they want a provisional project or a standard project (as well as other filtering options, coming later).

Completion Criteria

For the department field, a sample of what we can consume from the system of record (Peoplesoft) can be found on the shared drive. This is a raw sample and may need some consideration if we want to ask for a refined output.
