[x] CI for pull requests should run against our latest tagged docker build
[ ] Once per week CI should run against an ansible-built server

This should be run in ansible tower as scheduled tasks; make sure the CI machine is a clean build.

Steps

Get updated license file from Chuck
Make a clean CI machine build
Run the playbook
Run capistrano
Run the tests
Contact Slack on failure of any steps. No Slack communication needed on success
