Add Warg to evil civs #128

Matt: -Warg? The warg is a middle earth staple and should be a cavalry option for most evil civs I would think. Only warg riders exist now as an Isengard unit, in the beta there were regular wargs.

Beta feedback:

[ ] Wargs in Second Age?
[ ] Wargs They don't get Vassals of Mordor and therefore stables and Wargs until the Great Years, nor they get cav armor, so Wargs and Rohirrim are pretty useless.
