RtcFreq is in Hertz. I don't suppose you want to supply a 10 Hz reference, right?

Also, please provide info on your PR why you chose this reference clock and that it can be produced reliably. What specification sets the required time resolution? Which crystal / clock source would you use to generate this clock on a board?
