Added regression test for TCDM scrubber, #11

This PR is intended to provide an example test to program the ECC manager to trigger the TCDM scrubbers. Should be later extended with fault injection to verify the scrubbers and the ECC decoders work as expected.

I think this test can be paired with fault injection scripts as part of my task. I am currently working on it.

Yes! Indeed the idea (that I should have put in the PR description, my bad) was to put a place-holder that shows how to program the scrubber to be later extended with effective fault injection verification! Since Riccardo is setting up the fault injection flow my idea was that he could extend this test.

@ricted98 if you want you can also develop directly on this branch and we close the PR only once the test becomes valuable. What do you think?

@yvantor I think we can actually merge this PR and then consider a second one for the added fault injection flow just to keep well isolated branches, considering that this merge is harmless as it simply adds a test.
