Adds SIMD shuffling instructions to the FPU

[ ] Merge SIMD operations in FPU https://github.com/pulp-platform/cvfpu/pull/14, create new fpnew release and bump
[ ] Merge https://github.com/pulp-platform/riscv-opcodes/pull/10 and bump
[ ] Add shuffle instructions to compiler and make new release (hopefully based on LLVM 15)
