Adjust the variable name for the PULP API #63

We had talked about (and made PRs) that API_ROOT would actually no longer be available, and that will be true when this merges. The devel environment uses dynaconf to show the effective settings, so I had to switch to using this form.

Overall though, I think it's more or less the same, except things don't have to carry the "append api/v3/ in so many places which is actually kind of nice.

I'm closing since it's not needed. We're sticking with the original names that are already merged.
