Description of the Change
This PR includes the second and final round of license deletions for the Pulsar Package Registry.
Additionally in this PR is a new tool script that gathers the licenses for every single package in a list or provided by the CLI. This was done as an effort to do a last verification of the packages that were to be removed for this reason. Which luckily it was made, as it caught one package that was mistakenly put into this list. Otherwise all packages in this list of Admin Actions have already been successfully, and permanently removed from the Database.
