Description of the Change

This adds back in how our RateLimit should function.

This functionality used to exist and was mistakenly removed.

Huh, interesting, I wonder why GitHub missed it on the overall change of files

I'm assuming since it was a revert of changes, which rewrites the git history, it was more like it was never written? But still weird it didn't show up when compared against the main branch.
